Chesapeake Clean Water and Ecosystem Restoration Act - (Sec. 3) Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to reauthorize the Chesapeake Bay Program. Renames such program as the Chesapeake Basin Program.
