National Competitiveness and Innovation Strategy Act of 2010 - Directs the Secretary of Commerce to complete a comprehensive study of the economic competitiveness and innovative capacity of the United States. Requires the Secretary to establish: (1) a process for obtaining public comments; and (2) an Innovation Advisory Board to advise the Secretary with respect to the conduct of the study.
