Insurance Competition and Transparency Act of 2010 - Amends the Federal Trade Commission Act to authorize the Federal Trade Commission (FTC) to conduct studies, prepare reports, and disclose information relating to insurance, without regard to whether the subject of the study, report, or information is for-profit or not-for-profit. Applies such Act to an insurer without regard to its for-profit or not-for-profit status.
