The instructions contained in the motion seek to report the same back to the House with an amendment to require the 4 leases that would be offered for sale in the underlying bill to specify that all oil and natural gas produced from such leases is offered for sale in the United States and not exported, pending reservation of a point of order. Subsequently, the reservation was removed.
The previous question on the motion to recommit with instructions was ordered without objection.
