Revises membership requirements for and increases to 17 the number of members on the board of directors of the Metropolitan Washington Airports Authority (MWAA), including an additional 4 members appointed by the Governor of Virginia. Declares that members of the board serve at the pleasure of their appointers. Limits members to one term. Increases from 8 to 9 the number of votes required to approve bond issues and the annual budget.
