Syria Sanctions Act of 2011 - Directs the President to impose three or more sanctions on a person that knowingly: (1) makes an investment of at least $20 million that contributes to Syria's ability to develop petroleum resources; (2) makes a combination of such investments in a 12-month period if each is of at least $5 million and they equal or exceed $20 million in the aggregate; or (3) sells, leases, or provides to Syria goods, services,...
