Clean Energy Financing Act of 2011 - (Sec. 4) Establishes in the Treasury the Clean Energy Investment Fund, consisting of amounts appropriated for expenses to implement the loan guarantee program to provide incentives for innovative technologies established under the Energy Policy Act of 2005.
