Extends through 12:01 a.m. on February 8, 2012, (the cooling-off period) with respect to the dispute of October 6, 2011, between railway carriers (represented by the National Carriers' Conference Committee of the National Railway Labor Conference) and their railroad employees (represented by labor organizations), so that no change, except by agreement, shall be made by such parties, in the dispute conditions as they existed before 12:01 a.m....
