The instructions contained in the motion seek to report the same back to the House forthwith with an amendment to fully fund Social Security, Medicare & Medicaid, the Department of Veterans Affairs, and Military Personnel for the entire FY2014 in the event of a shutdown. It would also prohibit the privatization of Social Security and prevent Medicare from being turned into a voucher system. Lastly, it would increase funding for the Essential Air Service (EAS) by $2,700,000 and decrease the Department of Transportation Planning, Research and Development account by the same amount.
