Makes appropriations, out of any money in the Treasury not otherwise appropriated, and out of applicable corporate or other revenues, receipts, and funds, for the National Nuclear Security Administration and the Office of Environmental Management of the Department of Energy (DOE) for FY2014, and for other purposes, such amounts as may be necessary, at a rate for operations as provided in the Full-Year Continuing Appropriations Act, 2013 (division F of P.L. 113-6), for continuing projects or activities (including the costs of direct loans and loan guarantees) that are not otherwise specifically provided for in this joint resolution, that were conducted in FY2013, and for which appropriations, funds, or other authority were made available by such Act for the following:
- "Energy Programs--Non-defense Environmental Cleanup,"
- "Energy Programs--Uranium Enrichment Decontamination and Decommissioning Fund,"
- "Atomic Energy Defense ...
