Low Income Heating Improvement Act - Amends the Low-Income Home Energy Assistance Act of 1981 to revise the formula for a state's allotment percentage for low-income home energy assistance to make it the percentage the state would have received under such Act as originally enacted in the Omnibus Budget Reconciliation Act of 1981.
