This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to repeal the Environmental Protection Agency's authority to make grants to states or local governments for monitoring water quality standards for pathogens, or disease-causing organisms, in coastal recreation waters adjacent to beaches that are used by the public and notifying the public when those standards are exceeded.
