(This measure has not been amended since it was reported to the House on April 18, 2016. The summary of that version is repeated here.) IRS Oversight While Eliminating Spending (OWES) Act of 2016 (Sec. 2) This bill requires the Internal Revenue Service to deposit fees for services in the general fund of the Treasury and prohibits the expenditure of such fees unless an appropriations Act provides for such expenditure.
