Medigap Consumer Protection Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to: (1) expand guaranteed issue rights with respect to Medigap policies (Medicare supplemental health insurance policies), (2) eliminate certain limitations on Medigap policies for newly eligible Medicare beneficiaries, and (3) modify other provisions related to Medigap policies.
