POINT OF ORDER - Prior to consideration of the measure, Mr. Castro (TX) raised a point of order against consideration of H. Res. 771 and the Chair recognized Mr. Castro and Mr. Woodall for up to 10 minutes each on the point of order. After debate, the Chair will put the question of consideration on the resolution as the statutory means of disposing of the point of order in the following form: "Will the House now consider the resolution?".

The resolution makes in order only those further amendments printed in the report. Each amendment may be offered only in the order printed in the report, may be offered only by a Member desingated in the report, shall be considered as read, be debatable for the time specified in the report equally divided and controlled by the proponent and an opponent, shall not be subject to a demand for division of the question in the House or Committee of the Whole. Secion 2 provides that during consideration of H.R. 5325, section 3304 of Senate Concurrent Resolution 11 shall not apply.
