Federal Land Access Act This bill amends the Mineral Leasing Act, with respect to rights-of-way for pipelines through federal lands, to redefine federal lands, for purposes of granting an application for a natural gas pipeline right-of-way, to mean all lands owned by the United States, except only those lands held in trust for an Indian or Indian tribe and lands on the outer Continental Shelf.
