This bill amends the National Energy Conservation Policy Act to allow federal agencies to contract for the acquisition of renewable energy or energy from cogeneration facilities for the federal government for up to 30 years. The Department of Energy's (DOE) Federal Energy Management Program must publish a standardized energy purchase agreement setting forth commercial terms and conditions that agencies may use to acquire that energy.
