This bill removes the Environmental Protection Agency's (EPA) immunity from claims relating to the August 2015 spill of hazardous waste from an abandoned gold mine in Colorado into the Animas River and the San Juan River. Civil actions relating to that spill must be commenced within 10 years after the cause of action accrues.
