Promoting Responsible Opioid Prescribing Act of 2016 or the PROP Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to exclude certain pain-related measures for purposes of calculating incentive payments under the value-based purchasing program (VBP).
