Federal Information Systems Safeguards Act of 2016 (Sec. 2) This bill provides that executive agency actions that are necessary to restrict or prohibit access to a website which an agency determines presents a security weakness or risk to the information technology or information system under the agency's control shall not be subject to federal employee labor-management relations requirements.
