The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to add a section to the bill prohibiting the provisions of section 3 from applying to the extent that such provisions would reduce access to health care services to prevent, prepare for, or respond to the Zika virus. The reservation was subsequently withdrawn.
