Vessel Incidental Discharge Act (Sec. 4) This bill requires the Coast Guard to establish and implement enforceable uniform national standards and requirements for the regulation of discharges incidental to the normal operation of a vessel into navigable waters. Those standards and requirements must: (1) be based on the best available technology economically achievable, and (2) supersede any permitting requirement or prohibition on discharges...
