Protecting Student Athletes from Concussions Act of 2015 Requires each state that receives funds under the Elementary and Secondary Education Act of 1965 (ESEA) and that does not meet the requirements for the prevention and treatment of concussions set forth in this Act as of the date of enactment of this Act to enact legislation or issue regulations establishing such requirements by the last day of the fifth full fiscal year after such date....
