Mental Health and Substance Abuse Treatment Accessibility Act of 2017 This bill amends the Public Health Service Act to permit the Department of Health and Human Services to make loans and loan guarantees: (1) for construction or renovation of psychiatric or substance abuse treatment facilities, and (2) to refinance such loans and loan guarantees.
