Repack Airwaves Yielding Better Access for Users of Modern Services Act of 2018 or the RAY BAUM'S Act of 2018 TITLE I--FCC REAUTHORIZATION (Sec. 101) This bill reauthorizes the Federal Communications Commission (FCC) for FY2019-FY2020. It amends the Communications Act of 1934 to require that FCC-collected regulatory fees be credited as offsetting collections.
