This resolution sets forth the rule for consideration of H.R. 1319 (American Rescue Plan Act of 2021). (H.R. 1319 provides for reconciliation pursuant to title II of S.Con.Res. 5 that directs several House and Senate committees to submit changes in laws within their jurisdictions that will increase the deficit over FY2021-FY2030 by no more than an amount specified for each committee.)
