Universal Service Reform: WTA lobbied on the FCC's March 2016 USF Reform Order, specifically aspects of the ACAM model and the modified Rate-of-Return path. WTA also discussed the issues raised in response to the USF Reform Order's Further Notice of Proposed Rulemaking which covered the type of expenses that are deemed eligible for USF reimbursement, the Tribal Broadband Plan, and reporting requirements. WTA lobbied policymakers in support of the Alaska USF Plan and the National Tribal Telecommunications Association's (NTTA) tribal broadband factor. The former is a plan developed specifically for determining how Alaska telcos receive USF distribution reimbursements while the latter seeks to provide additional USF support to Tribally-owned telecommunications companies and other telecommunications companies providing telecommunications and broadband Internet access service on Tribal lands. Universal Service Reform: WTA continued to express support for policymakers and regulators to develop a Connect America Fund (CAF) for small rural local exchange carriers (RLECS). The association lobbied on USF distributions, specifically on the FCC's Alternative Connect America Model (ACAM) and on an industry Plan that would allow customers to purchase broadband only from their local RLEC at a more reasonable rate than it must be offered today. WTA also discussed the elements of the FCC's Bifurcated Approach which would as of a date certain require RLECs to receive USF support under two different mechanisms based on when those network investments were made. WTA staff continued expressing support for reforming the way Americans contribute into the Universal Service Fund to make it more equitable for everyone who must contribute while also lowering the actual rate at which individuals contribute. Association staff also lobbied on issues regarding reforms to the E-Rate and Lifeline programs. Rural Call Completion: WTA lobbied in support of S. 827 and H.R. 2566, Improving Rural Call Quality & Reliability Act of 2015. The legislation addresses the issues of calls not being completed to rural areas and calls on the FCC to set standards for Least Cost Routers. WTA also supported S. 2283, The Small Business Broadband Deployment Act of 2015, which would make the small business exemption of the Open Internet Order's enhanced transparency measures permanent.

Universal Service Reform: WTA continued to express support for policymakers and regulators to develop a Connect America Fund (CAF) for small rural local exchange carriers (RLECS). The emphasis was on a plan developed with WTA and its rural allies that would allow RLECs to offer only broadband at a more reasonable rate to their customers who just want to purchase that service and not the RLEC's voice service. WTA staff continued expressing support for reforming the way Americans contribute into the Universal Service Fund to make it more equitable for everyone who must contribute while also lowering the actual rate at which individuals contribute. The Federal Communications Commission has sought to reform the distribution-side of the Universal Service Fund but has not yet taken action to reform the contributions-side of the Fund. WTA has opposed efforts to make USF funding a part of the federal appropriations process which has been proposed by members of the House Energy and Commerce Committee. Open Internet/Net Neutrality: Staff for WTA met with congressional offices to discuss the association's views on four specific provisions (Bright Line Rules, Forbearance from Sec. 254(d), Enhanced Transparency Provisions, and Interconnection for RLECs) that were part of the larger Order adopted by the FCC in February. Communications Act Update: WTA met with Congressional offices regarding efforts to update the Communications Act. More specifically the discussion focused on the House Energy and Commerce Committee's final white paper on Video Issues. WTA staff discussed concerns they have heard from their members regarding the need to update the current retransmission consent rules; they recommended proposed changes to designated market areas (DMAs). E-Rate Modernization: The FCC issued its Order on E-Rate Modernization and it contained some proposals that requires RLECs to do some things that have the potential to negatively affect RLECs and the customers they serve. WTA meet with policymakers and staff at the FCC to oppose the rules requiring USF recipients to provided fixed broadband services to schools and libraries at rates that are below nationally comparable benchmark rates. We also discussed the process by which the FCC made its determinations. Rural Call Completion: WTA has been supportive of S. 827, Improving Rural Call Quality & Reliability Act of 2015. The legislation addresses the issues of calls not being completed to rural areas.

Universal Service Reform -- WTA continued advocating for a Connect America Fund (CAF) for rural local exchange rate of return carriers (RLECs). More specifically, the association continued to promote the Data Only Broadband (DOBB) proposal that it and several other industry associations have submitted to the Federal Communications Commission (FCC) for consideration. This proposal would allow customers in RLEC service territories to elect to take a that company's broadband service without having to take its local telephone service and without having to pay a higher rate to do so. WTA's advocacy continued focusing on the need to reform the current universal service fund (USF) contribution methodology, which is based on an ever decreasing number of contributors to the fund. WTA filed USF comments in the House Energy and Commerce Committee's efforts to update the Communications Act. Those comments focused on the need to keep section 254 of the Act which is important if rural areas are to receive reasonably comparable services and rates as those in urban areas. WTA's comments also focused on the Department of Agriculture's Rural Utilities Services loan programs and their importance to rural telecommunications providers. WTA also filed comments in the FCC's CAF II Further Notice of Proposed Rulemaking (FNPRM) proceeding. WTA promoted establishing a model for USF support that follows along the lines of the proposal that WTA and its industry partners submitted to the FCC back in 2012-2013 timeframe that's still being revised based on feedback from meetings with FCC staff. Rural Call Completion -- WTA lobbied in support of S. 2125, the Public Safety and Economic Security Communications Act of 2014. The legislation would require all voice calls to be terminated regardless of where they originate and would require intermediate carriers (e.g., least cost routers) to register with the FCC as being actual businesses. The intent is to make sure these entities are legitimate businesses and that they are capable of routing calls to their final destinations. E-Rate Modernization -- WTA continued is advocacy in support of modernizing the current E-Rate program because the current bidding process is heavily skewed toward consortiums and in some instances prevents RLECs from being able to participate in the bidding process to provide broadband/Internet access services to schools and libraries at discounted rates. WTA also advocated that the definition designating a "rural" and "urban" area be changed to something more appropriate and that truly reflected a rural area. Wireless IntraMTA -- This issue involves purported intercarrier compensation disputes associated with the exchange of originating intrastate toll for VoIP traffic on an RLECs network. WTA and others filed a petition with the FCC in July 2014 seeking relief from any reductions in intercarrier compensation associated with such exchange of traffic and our lobbying efforts focused on supporting our petition. Open Internet/Net Neutrality Proceeding -- WTA met with policymakers to explain its position on this matter. WTA expressed it view that blocking and "throttling" of traffic is not it its members' best interest as local small telecommunications providers. WTA did however, express support for ensure Sections 251, 252 and 254 of the Communications Act remain in place should broadband be reclassified as a Title II service with FCC forbearance from certain portions of Title II.

Universal Service Reform -- WTA continued advocating for a Connect America Fund (CAF) for rate of return local exchange carriers (RLECs). Specifically, the association's advocacy focused on the RLECs' Data Only Broadband (DOBB) proposal which would allow customers in RLEC service territories to purchase broadband only from the RLEC without having to purchase voice telephony service and paying more for such service. WTA also focused on the need to increase the USF budget for RLECs in order to meet the Federal Communications Commission's minimum broadband standards throughout the nation. The association also expressed concern regarding the imposition and implementation of a local voice service rate benchmark for rural customers that is based off of an average local voice service rate in urban areas. WTA also met with policymakers about the FCC's proposed rule to eliminate USF support in areas where there's an "unsubsidized" competitor. Communications Act Update -- WTA responded to the House Commerce Committee's two white papers regarding Interconnection and Universal Service. In particular, WTA expressed the position that the principles of the Communications Act regarding interconnection (Secs. 251/252) and universal service (Sec. 254) have worked well over the years and should still apply in any Communications Act update or rewrite. Rural Call Completion -- WTA lobbied in support of S. 2125, the Public Safety and Economic Security Communications Act of 2014 because calls to rural areas continue not to be completed. The legislation would require all voice calls to be terminated regardless of where they originate and would require intermediate carriers (in this instance "least cost routers") to register with the Federal Communications Commission as being actual businesses. The intent is to make sure such entities are legitimate business and are capable of routing calls to their final destinations. Open Internet Proceeding -- WTA continued to share its position with policymakers that small RLECs need access to high quality affordable broadband networks via Internet Protocol (IP) interconnection and middle mile arrangements. Without such access, it will be extremely expensive and nearly impossible for such small carriers to provide their customers with reasonable access to affordable broadband service. WTA also opposed the FCC's new enhanced transparency and reporting requirements (re: tracking latency, upload speeds, monitoring packet loss and identifying traffic going through the Internet) because their potential informational benefits are outweighed by the costs of doing so and those limited resources could be better spent on deploying more and better broadband throughout rural service territories. RLECs already meet the current requirements and imposing additional requirement without providing additional funding poses even more of a hardship for companies. Rural Broadband Experiments -- WTA expressed support for the FCC's rural broadband experiments and arranged several meetings for its members to discuss the importance and benefits of these experiments. E-Rate Reform -- WTA met with policymakers to reiterate its support for modernizing the current e-rate program. WTA maintained its position that consortium bidding processes should not exclude RLECs from participating in the e-rate bidding process. WTA also shared its concerns that the FCC's new "urban" definition excludes many schools and libraries in rural areas from receiving the additional e-rate discount for service.

Universal Service Reform -- WTA continued meeting with policymakers to discuss the effects of the Federal Communications Commission's (FCC's) 2011 USF-ICC Transformation Order. Specifically, we discussed concerns with the increased obligations for companies to provide more broadband but within the FCC's limited "targeted" budget; concerns regarding the imposition of a local voice service rate benchmark which is based off of an average of voice rate service in urban areas; the need for a Connect America Fund (CAF) for rate of return (ROR) carriers that is broadband-focused and that allows carriers to obtain USF support for their customers that only want the carrier's broadband service and not voice service; and support for the targeted reinstallation of safety net additive support (SNA) for a limited number of companies. IP-Transition -- WTA continued to share information with policymakers about how ROR carriers continue to implement IP technologies into their underlying network infrastructure. E-Rate Modernization -- WTA continued to express its support for modernizing the E-Rate program. It expressed concerns regarding consortiums having sole authority over which entities participate in the process of determining how schools and libraries receive broadband connections using e-rate funds. WTA members shared stories of being excluded from the participating in the bidding process and how that actually affected pricing of services for schools. Call Completion -- WTA continued advocating that calls to rural areas be completed as the problem has not been eliminated. We lobbied in support of S. 2125, the Public Safety and Economic Security Communications Act of 2014, which would require all voice calls to be terminated regardless of whether they were destined for urban or rural areas. WTA also lobbied in support of two Sense of Congress Resolutions in the House and Senate calling on calls to be terminated in rural areas. Net Neutrality -- WTA shared its views on this matter with policymakers. In particular, WTA expressed the need and desire to be able to effectively manage its network so that all of its customers have a quality broadband experience, but also expressed the need to be able to gain access to content and to do so at reasonable costs. Rural Broadband Experiments -- WTA lobbied in support of the FCC's rural broadband experiments. We shared insight on how these experiments may help to extend broadband service in high-cost rural areas where it is either below the current minimum speeds or non-existent at this time. Municipal/Public Broadband -- WTA met with policymakers to share its concerns regarding the municipal broadband systems. Communications Act Update -- WTA responded to the House Commerce Committee's CommAct Update paper regarding the nation's competition policy and the role of the FCC. The association spent time talking with congressional staffers about its position.

H.R. 3719, Video Choice Act of 2013; H.R. 3720, Next Generation Television Marketplace Act; Satellite Television Extension and Localism Act (STELA) Reauthorization -- WTA continued advocating for policies within these pieces of legislation that would provide some relief for rural local exchange carriers (RLECs) that are offering video programming to their customers. The association's advocacy has focused on retransmission consent agreements and changes that need to be made to ensure RLECs are receiving comparable retrans pricing agreements to larger carriers, better access to content; elimination of forced-tying arrangements regarding programming; and allowing for DMA's to be redrawn to more accurately reflect the programming desires of the communities in the area.

Universal Service and Intercarrier Compensation Reform -- WTA continued sharing information with policymakers about how the Federal Communications Commission's 2011 USF/ICC Transformation Order is affecting rural local exchange carriers (RLECs) and their abilities to use universal service funds to invest in advanced networks to provide better broadband and extending it further into their service territories. WTA has also advocated for policymakers to begin to address USF Contribution Reform -- the mechanism by which consumers contribute to the Universal Service Fund. WTA also focused its attention on a provision within the 2011 Transformation Order which requires the FCC to conduct a survey of urban telephone rates as a means of setting the "floor" for such rates in rural areas. The association continued focusing its efforts on promoting the Data Only Broadband Plan which would help increase broadband take-rates in rural communities. The Plan also meets the requirements in the Communications Act which calls for reasonably comparable rates and services between urban and rural communities. Evolution of the Public Switch Network (PSTN) to Internet Protocol (IP) -- WTA continued sharing with policymakers stories and anecdotes about how RLECs continue to incorporate more IP technology into their networks as a way to maximize limited resources and to provide additional services to their customers. E-Rate Modernization -- WTA supports modernizing the E-Rate program and has offered many key suggestions to reforming the program. In particular, WTA continued advocating against using E-Rate funds to build new networks when existing infrastructure can be leveraged to expand and meet the broadband needs of schools and libraries. Communications Act Update -- WTA commented on the House Energy and Commerce's Communications and Technology's Subcommittee's White Papers regarding updating the Communications Act of 1934 (as amended). WTA shared its comments and thoughts with the Members of that Subcommittee and others interested in communications matters. Call Completion -- WTA lobbied in support of S. 2125, Public Safety and Economic Security Communications Act of 2104. The legislation would require all voice calls to be terminated regardless of whether they were destined for urban or rural areas. Specifically, it requires an intermediate provider that offers the capability to transmit certain voice communications and signaling information from one destination to another, and that charges a rate to any other entity (including an affiliated entity) for the transmission, to: (1) register with the Federal Communications Commission (FCC), and (2) comply with service quality standards to be established by the FCC.

Universal Service and Intercarrier Compensation Reform -- WTA continued to share information with policymakers about how the Federal Communications Commission's (FCC's) 2011 USF/ICC Transformation Order, specially the use of the Quantile Regression Analysis (QRA), was negatively impacting rural local exchange carriers (RLECs) abilities to invest in broadband to meet their customers' information and communications needs. WTA also expressed its opposition to providing USF reimbursement support to RLECs based off of a model that does not take such carriers' uniqueness (e.g., size, service territory terrain, geography, etc.) into account. Data Only Broadband (DOBB) and Capital Budget Mechanism (CBM) -- WTA continued to advocate support for its DOBB and CBM plans. Specifically, the DOBB plan would allow RLECs to receive USF reimbursement support for their customers who choose to only take the company's broadband service. WTA lobbying effort focused on why this was important to helping increase broadband take-rates in rural areas and why this helps to meet the provisions in the Communications Act which call for comparably reasonable rates between urban and rural areas. In regard to the CBM, WTA's advocacy focused on its use as an alternative to and substitute for the current application of the QRA. USF Contributions Reform -- WTA continued to talk with policymakers about why addressing USF Contributions Reform (e.g., the way consumer contribute into the universal service fund) was appropriate as well as the benefits of doing so, especially since the Federal Communications Commission has already addressed the way USF funds are distributed through its 2011 USF/ICC Transformation Order. Evolution of the Public Switch Network (PSTN) from TDM to Internet Protocol (IP) -- WTA continued to share stories with policymakers about how RLECs' networks have evolved over the years and that they now transitioning from TDM-based to IP-based networks. WTA continued to express its support for limited broad based technical trials as a way to understand technical problems that may arise as networks incorporate more IP. WTA expressed it opposition to such trials as a way for companies to by-pass current rules and regulations. E-Rate Modernization -- WTA continued to lobby in support of reforming the E-Rate program in an effort to better use the limited E-Rate funds. Its advocacy supported leveraging existing infrastructure as a way to enhance and expand the delivery of broadband services while also advancing rules and regulations against using limited USF dollars to build duplicative infrastructure where pre-existing federal programs and recipients of support are in the process of providing broadband to community anchor institutions. Rural Call Completion -- WTA continued to share stories from its members regarding calls that are not being completed in their service territories. WTA continued to express its support for the implementation of newer rules and regulations that require all calls going to rural areas be completed. The association also emphasized its support for stronger penalties against those carriers that prevent those calls from be completed in rural areas. Federal Communications Commission Process Reform -- WTA lobbied in support of policies and procedures that bring make the agency more effective and efficient in the way it performs its duties and in the ways in which it seeks information from the entities it regulates.

In regard to the Framework, WTA continued to express that it should remain voluntary and non-prescriptive, that incentives encouraging adoption of the Framework should be geared toward helping to defray the costs of implementing such a plan, especially for small rural local exchange carriers (RLECs) that operate critical infrastructure and that are subject to operating expense caps.

Universal Service and Intercarrier Compensation Reform -- WTA continued its lobbying efforts focusing on how provisions in the Federal Communications Commission's 2011 Transformation Order are adversely affecting rural local exchange carriers' (RLECs) inabilities to build out and modernize their networks to meet their customers' current and future broadband needs. As part of our lobbying WTA has shared numerous proposals that would provide RLECs with more certainty and predictability to meet their customer's broadband requirements. Rate of Return Represcription -- WTA has lobbied against an FCC staff report that would lower the current authorized interstate rate of return for ILECs. WTA has demonstrated how this would negatively affect small carriers' abilities to obtain reasonable financing to modernize their networks. USF Support for Data-Only Broadband -- WTA has discussed allowing support for Data-Only Broadband as a way to increase broadband adoption in rural areas and also as a way to make broadband more affordable for consumers living in these communities. Evolution of the Public Switched Telecommunications Network (PSTN) from TDM to an Internet Protocol-based Network -- WTA continued discussing how RLECs' current TDM networks are transitioning to ones that are more IP-based. Rural Call Completion -- WTA continued it lobbying efforts to have Congress and the FCC resolve this national problem (i.e., calls originating outside of rural areas and not being terminated/completed in rural calling areas). USF Contributions Reform -- WTA continued to stress the need for Congress and the FCC to address the contributions-side of USF reform (e.g., the way individuals contribute into the Universal Service Fund), especially since the FCC has already addressed the distribution mechanism in the 2011 USF/ICC Transformation Order. WTA lobbied on the benefits that reform would bring and why it is important to do so. E-Rate Modernization -- WTA lobbied in support of reforming the E-Rate program in ways that better use the limited E-Rate funds and that leverage existing infrastructure to enhance the delivery of broadband services. WTA argued for restrictions on duplicative infrastructure construction where pre-exising federal programs and recipients of support are in the process of providing broadband to community anchor institutions. WTA also discussed the difficulty of setting unnecessarily high service speed goals that are not tethered to current or near-term needs.

Universal Service and Intercarrier Compensation Reform -- WTA lobbied on the effects the Federal Communications Commission's 2011 Transformation Order is having on rural local exchange carriers (RLECs) and their abilities to continue to build out and modernize their networks to meet their consumers' telecommunications and broadband needs. Our efforts have also focused on proposed fixes to provisions within the 2011 Order that would provide RLECs with more certainty and predictability to allow them to obtain public (Rural Utilities Service) and private financing to extend broadband in rural areas. USF Support for Data-Only Broadband -- WTA lobbied on the reasons why RLECs should be able to seek USF support for data-only or "standalone" broadband. We also discussed why this would be helpful to expanding broadband availability and making broadband more affordable for consumers. USF Contributions Reform -- WTA lobbied on the need for the FCC to address how individuals contribute into the Universal Service Fund. We lobbied on the benefits that reform would bring and why it is important to do so. Evolution of the Public Switched Telecommunications Network from TDM-to-Internet Protocol (IP) -- WTA discussed how RLECs have been transitioning their current Time-Division Multiplexing (TDM) networks to ones that are becoming more IP-based. We also shared specific experiences that RLECs are having with this transition. Rural Call Completion -- WTA lobbied on the problems RLECs and their customers are experiencing as a result of originating carriers' calls outside of rural areas not being completed in RLEC areas. WTA lobbied for the FCC to act swiftly to address this national problem.

Universal Service and Intercarrier Compensation -- WTA lobbied on the near-term and long-term effects the FCC's 2011 USF-ICC Transformation Order is having on rural telcos abilities to build communications networks in rural areas that are capable of delivering voice communications and broadband. Specifically, we have been discussing provisions contained within the FCC's 6th Order on Reconsideration. WTA also lobbied on the how the Order is affecting rural telco's abilities to repay their Dept. of Agriculture' Rural Utilities Service loans. Through the Transformation Order, the FCC modified how USF funds are distributed; it has not addressed contributions reform, or the system by which all Americans contribute into the Universal Service Fund. WTA has been lobbying on the need to reform the contributions mechanism and the benefits associated with doing so. Rural Call Completion -- WTA lobbied on the problems rural telecommunications carriers and the customers are experience as a result of originating carriers' call not being completed in rural areas. WTA lobbied for the FCC to act swiftly to address this national problem.

Universal Service Fund and Intercarrier Compensation Reform -- lobbied to express concerns with the Federal Communications Commission's USF/ICC Transformation Order and Further Notice of Proposed Rulemaking and its effects on rural local exchange carriers' abilities to meet the congressionally mandated provisions of universal service in the Communications Act of 1934, as amended, along with their abilities to repay their Dept. of Agriculture Rural Utilities Service loans. The specific issues focused on the use of a quantile regression model for future USF support, rate reductions, and the complicated and costly waiver process. H.R. 3309 and S. 1784, the Federal Communications Process Reform Act Rural Call Completion Issue -- Shared our views and concerns about how calls going into rural areas are not being able to be completed and how this is affecting rural residents and businesses in these areas.
