H.R.4 - John R. Lewis Voting Rights Advancement Act of This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if 15 or more voting rights violations occurred in the state during the previous 25 years; 10 or more violations occurred during the previous 25 years, at least 1 of which was committed by the state itself; or 3 or more violations occurred during the previous 25 years and the state administers the elections. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as changes to methods of election and redistricting. Further, states and political subdivisions must notify the public of changes to voting practices. Next, the bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. Mr. Floyd will testify before the House Judiciary Committee, alongside more than half a dozen civil rights experts and activists, at a hearing designed to examine measures that Democrats unveiled on Monday, intended to reduce police misconduct and racial discrimination in law enforcement. House Republicans invited Dan Bongino, the conservative political commentator and former Secret Service agent, to testify. They also invited Angela Underwood Jacobs, whose brother, Dave Patrick Underwood, a Federal Protective Services officer, was shot and killed late last month during a night of unrest in Oakland, Calif. Senate Republican leaders said on Tuesday that they plan their own legislative push on the issues of racial discrimination and police brutality, to be led by Tim Scott of South Carolina, the only Republican senator who is African-American. The Senate majority leader, Mitch McConnell of Kentucky, said his members would work on their own, without involving the White House, to put forward what we think is the appropriate response. We are still wrestling with Americas original sin, Mr. McConnell told reporters on Capitol Hill. Meanwhile, he is reportedly on suicide watch while in isolation. Derek Chauvins spouse, Kellie Chauvin has also given her interview to the press and media upon the tragic death of George Floyd. The local people of the city started the Black Lives matter movement from May 26 in their areas. The protests continued in Los Angeles and Chicago. People started it peacefully and then turned violent. Still, people opposed the police actions; then, the officials used tear gas to stop the Protest. An unknown bystander recorded video and made it viral on Facebook. Derek Chauvin knelt the multiracial persons neck for seven minutes resulted in his death on the roadside area. Medaria Arradondo (Minneapolis Police Chief) reacted on the case on May 26, 2020. A 10-minute video was posted to Facebook by a bystander. The Senate version was introduced by Virginia Democrats Mark Warner and Tim Kaine. Lee statue with a statue, plaque or monument of Heather Heyer. Let's honor this brave woman who gave her life defending justice.

THE DISTRICT OF COLUMBIA PROPOSE STATEHOOD THUS FULFILLING THE THREE ELEMENTS TO MAKE UP A STATE (1) LAND (2) POPULATION AND (3) REVENUE BILLS ENSURED Jul 7, 2016 Press Release WASHINGTON, D.C.-Congresswoman Eleanor Holmes Norton (D-DC) tried last night and today to eliminate anti-home-rule riders in the House fiscal year 2017 District of Columbia appropriations bill, which passed the House today with four anti-home-rule riders, but said she will continue the fight to remove all the riders from any final spending bill later this year. The anti-home-rule riders include the repeal of the referendum approved by D.C. residents in 2013 that granted the District budget autonomy, and provisions that block D.C. from spending its local funds on enforcing a local D.C. anti-discrimination law, the Reproductive Health Non-Discrimination Act (RHNDA), on abortion services for low-income women, and on taxing and regulating marijuana sales. RHNDA prohibits employers from discriminating against employees, their spouses and dependents based on their reproductive health decisions. The RHNDA and budget autonomy riders were added to the fiscal year 2017 House appropriations bill, while the marijuana and abortion riders were previously included in the fiscal year 2016 omnibus appropriations bill. I am disappointed that House Republicans embedded and added several harmful anti-home-rule riders into D.C.s appropriations bill, Norton said. We will face problems removing them in the Senate, but the hypocrisy of Members who swear by the principle of local control over local affairs is not as widespread there. I am already working with our Senate allies and the Obama Administration to remove the four anti-home-rule riders from any final spending bill that becomes law. His attorney has requested that his conviction be set aside. In a letter obtained by Air Force Times, Andersons attorney cites several potential problems with the case, including the allegation that one witness who testified for the alleged victim may have been paid. At a Dec. 14 post-trial hearing, a military judge reviewed evidence and testimony about whether the witness was paid $10,000, according to an Air Force official familiar with the case. The judge decided not to overturn the verdict or recommend that the convening authority do so, the official said. Moreover, the judge decided that the evidence of the witness payment probably would not produce a substantially more favorable result for Anderson had it been presented at Andersons court-martial, the official said. Both the witness and Andersons attorney declined to comment when contacted by Air Force Times. Anderson told Air Force Times that he is innocent of the allegations against him. He said he has submitted a clemency package to the convening authority, Lt. Gen. Mark Nowland, commander of 12th Air Force, which outlines the reasons why he should not have been convicted.
