• Advocate for provisions in HR 2652, S 1124, and the annual Coast Guard Reauthorization Act to amend the 1998 American Fisheries Act to allow for fishing vessel replacement in the Alaska Pollock Fishery and on provisions to impose new fishing vessel safety requirements on existing fishing vessels. Oppose HR 21 unless the Federal Fishery Management System is explicity exempt from new requirements. And seeking revision to fishing vessel safety requirements in HR 2652 and HR 3619 that will require vesselsundergoing a major conversion in 2010 or later to be classed and loadlined as such requiremenst pose technical difficulties. Support for the proposal in the FY 2011 President's Budget to provide $54 million to NOAA to implement Catch Shore programs. Support S. 3372/H.R. 5301 to exempt "discharges incidental to normal vessel operations" from Clean Water Act requirements to acquire a National Pollution Discharge Elimination System (NPDES) permit.

It can be tricky to figure out how much an organization spent on a particular lobbying engagement. The law only requires lobbyists to report the amount they were paid for federal lobbying each quarter rounded to the nearest $10,000—and if it's less than $3,000 in a given quarter (or less than $13,000 for organizations with in-house lobbyists), they don't have to disclose it at all. Plus, some organizations include spending that doesn’t belong in the report—for instance, money spent lobbying state governments or other legal work.
