Educating policymakers on the need to work towards energy independence through a true "all of the above" domestic energy policy which makes responsible use of the full range of the nation's domestic resources. Legislation supported in the 113th Congress: S. 17. 2. Educating policymakers on the need to focus attention on policies that encourage development of the nation's full range of "clean 2. (cont.) energy" resources/supporting technologies, including hydropower. So far in the 113th Congress, that has included support for H.R. 678 /S. 306, H.R. 267. 3. Educating policymakers on the implications to domestic energy/economic security of various approaches to regulations of GHGs, including: EPA actions to regulate GHGs under the Clean Air Act, as well as CEQ and other agencies' efforts to integrate impacts analysis into regulatory decisionmaking processes. The Roundtable has encouraged oversight of such unilateral executive branch actions by Congress. 4. Continuing to educate policymakers on the impacts to Western energy consumers of the DOE's directive which seeks to change the missions of PMAs.
  • 1. Stressing the implications of the proposed Executive Branch requirements (NEPA, GHG, CAA, CWA, climate adaptation, federal land management policies, ESA listings, national ocean policy, etc.) that hamper energy and natural resource development projects across the West. 2. Continued emphasis on responsible development of the nation's domestic energy and mineral resources. 3. Supporting ESA reform to make the statute work better for the regulated community and to result in improved recovery rates for threatened and endangered species. 4. Opposition to proposals that project-specific NEPA reviews be expanded to include life-cycle cumulative impact analyses (including impacts of use of ultimate products' use by consumers abroad). Includes opposition to effort by EPA and allies to use such a technique to stymie exports of specific Western commodities. 5. Educating policymakers on the need for a robust domestic minerals policy to support U.S. economic, energy and national security interests. Activities in the 113th Congress include support for H.R. 761.
