  • CIRT / coalition voiced strong concerns regarding subcommittee recommendations made to the DOLs Advisory Committee on Apprenticeships, that could ultimately discourage employer/employee participation in construction industry government-registered programs. CIRT opposes the DOL, Wage & Hour Division to raise concerns regarding the development of a proposed new overtime regulation under FLSA with respect to salary levels for exemption. CIRT/coalition called upon Congress to opposed the Biden Administration rule on Use of PLAs for Federal Construction Projects. As part of the Jobs & Career Coalition, CIRT strong supports passage of H.R. 6585 Bipartisan Workforce Pell Act. CIRT/Partnership to Protect Workplace Opportunity (PPWP) coalition urged Congress to support H.R. 7367 The Overtime Pay Flexibility Act which will prohibit the DOL finalizing and enforcing its proposed overtime rule. As part of the Jobs & Career Coalition, CIRT expressed strong support for H.R. 6655 A Stronger Workforce for America Act. CIRT/coalition of business organizations urged delay of the filing deadlines in the Corporate Transparency Act, by passing S.3625 The Protect Small Business and Prevent Illicit Financial Activity Act. CIRT / Coalition voiced strong concers regarding OSHA's proposed rulemaking on "Worker Walkaround Representative Designation Process" that seeks to change long-standing bi-partisan interpretations of who can be designated. CIRT opposes the DOL's proposed Davis-Bacon Act reforms - which do not appear to modernize, streamline, or clarify the confusing set of rules, but go back to failed approaches from decades ago. CIRT strongly supports introduction of the Fair and Open Competition Act in Congress as proposed by Sen. Todd Young and Rep. James Comer. CIRT expressed concern over EEOCs characterization and highlighting as part of its Strategic Enforcement Plan the construction as an industry of concern for discrimination and lack of diversity. CIRT/Coalition called upon Congress to use the Congressional Review Act to nullify the NLRB's Final Rule on Joint-Employer Status. CIRT strongly supports passage of three bills that seek to curb the rogue NLRB's powers: Employee rights Act (H.R. 2700); Modern Worker Empowerment (H.R. 5513); and Save Local Business Act (H.R.2826).
  • CIRT also strongly opposes any new regulations to the Infrastructure Bill, that undercut streamlining by returning to burdensome application of NEPA rules. CIRT strongly opposes mandatory or other pro-PLA policies on federal and federally assisted construction projects.
  • CIRT strongly supports the Main Street Tax Certainty Act of 2023 that seeks to make permanent the 20 percent deduction under (Section 199A). CIRT strongly supports the Family and Small Business Taxpayer Protection Act (H.R. 23) to rescind the IRA of 22 that funds billions for tens of thousands of new IRS agents. CIRT opposes elements of the Biden Administrations budget proposal that proposes tax hikes on businesses and individuals responsible for jobs and economic expansion. CIRT as a member of the Family Business Estate Tax Coalitions supports passage of the Death Tax Repeal Act of 2023 to permanently end the federal estate tax.
