Description: To establish a deficit-neutral reserve fund to enable prompt action relating to the Presidential exemption for the rule of the Environmental Protection Agency commonly known as the Mercury and Air Toxins Standard for affected electric utility steam generating units that need additional time to install the major emissions control equipment, construct replacement generation, or implement other mitigation measures in order to ensure the reliability of the grid.
