"The Internet is a vibrant marketplace today because it has operated largely without government interference. I recognize the great damage done to American businesses and entrepreneurs by rogue sites and criminals who use the Internet to profit off the theft of American intellectual property. At the same time I know the free market operates best when policymakers and government agencies take a back seat, and when rules and regulations are narrowly written and carefully balanced."
