With current budget constraints and reduced funding resources, the intention is to supply financial assistance for several areas of need. These areas include the North Metro Task Force and Metro Gang Task Force, Sheriff?s Law Enforcement Academy, Victim Notification System, Community Resource Team, and upgraded equipment for the Records Management System. Monies requested for the Metro Gang Task Force and North Metro Task Force are specifically to support shortfalls in funding sources and will be directly passed on to those entities. Agreements will be signed with the commanders of each task force who will then provide documentation regarding the specific contract salaries and operating expenses covered by JAG dollars for the period designated. The Victim Notification system is a result of changes in Colorado law and would be considered an unfunded mandate. Monies will be used to directly pay the Sheriff?s Office costs related to the newly acquired system which ultimately fulfills the Victims? Rights responsibility and reduces the funding liability for the local government. The Sheriff?s Law Enforcement Academy trains officers for Colorado POST certification and budgetary constraints make funding of mandatory technology equipment difficult. Replacing the computers used by cadets would be a single purchase documented at the time of receipt. The Community Resource Team began with the goal of reducing crime in Adams County. Its success is documented and declining budgets will have a direct effect on the team?s ability to continue or expand its programs, or purchase necessary equipment and supplies. Monies will be used to purchase new equipment not presently funded in the operating budget. Lastly, the I/LEADS system in the Patrol vehicles allows deputies direct access to integrated police records management. In order to operate effectively, some older computer equipment must be replaced. This would be a one time, direct purchase which has not been funded through the budget process. All of the projects to be supported through JAG monies will reduce the financial impact on the local County government and monies are able to be expended within a one-year time frame. The Westminster Police Department is utilizing grant funds for 2.0 FTE entry level sworn Police Officers to assist with their salaries and benefits. The main purpose and goal of the funding is to maximize 'job creation and job retention.' In order to be proactive and maintain a high level of equality of service as outlined in the City's Strategic Plan for a 'Safe and Secure Community' and 'Financially Sustainable City Government Providing Exceptional Service,' the department needs to have the necessary number of sworn personnel on staff. If the reduction in sworn personnel continues, it will ultimately impact significant programs that the department and staff are currently involved in within the community as well as jeopardize the safety and welfare of the community. As with all police departments, one of our primary and core service priorities is the ability to respond to emergencies and critical incidents in a timely manner. | ADAMS, COUNTY OF | $287,969.00 | Grant | 16.804 - Recovery Act - Justice Assistance Grants - Localities The Adams County Sheriff?s Office, on behalf of Adams County, requested JAG monies to support multiple projects within the agency as well as two multi-jurisdictional task forces in which this agency is involved. With current budget constraints and reduced funding resources, the intention is to supply financial assistance for several areas of need. These areas include the North Metro Task Force and Metro Gang Task Force, Sheriff?s Law Enforcement Academy, Victim Notification System, Community Resource Team, and upgraded equipment for the Records Management System. Monies requested for the Metro Gang Task Force and North Metro Task Force are specifically to support shortfalls in funding sources and will be directly passed on to those entities. Agreements will be signed with the commanders of each task force who will then provide documentation regarding the specific contract salaries and operating expenses covered by JAG dollars for the period designated. The Victim Notification system is a result of changes in Colorado law and would be considered an unfunded mandate. Monies will be used to directly pay the Sheriff?s Office costs related to the newly acquired system which ultimately fulfills the Victims? Rights responsibility and reduces the funding liability for the local government. The Sheriff?s Law Enforcement Academy trains officers for Colorado POST certification and budgetary constraints make funding of mandatory technology equipment difficult. Replacing the computers used by cadets would be a single purchase documented at the time of receipt. The Community Resource Team began with the goal of reducing crime in Adams County. Its success is documented and declining budgets will have a direct effect on the team?s ability to continue or expand its programs, or purchase necessary equipment and supplies. Monies will be used to purchase new equipment not presently funded in the operating budget. Lastly, the I/LEADS system in the Patrol vehicles allows deputies direct access to integrated police records management. In order to operate effectively, some older computer equipment must be replaced. This would be a one time, direct purchase which has not been funded through the budget process. All of the projects to be supported through JAG monies will reduce the financial impact on the local County government and monies are able to be expended within a one-year time frame.
