Katja Bullock was born and raised in Germany. She emigrated to the United States in 1965, having seen the conclusion of World War II and the beginning of the Cold War that divided Germany. Upon arriving in the states, Ms. Bullock became interested in American politics. She became a citizen and registered to vote so that she could participate in the American democracy. Since 1976, Ms. Bullock, has been a part of every presidential campaign as a volunteer or a paid staffer. With more than 30 years of experience in politics, today Ms. Bullock works in The White House, serving as a Special Assistant to the President for Presidential Personnel. She held the same position and duties under Presidents Reagan and George H.W. Bush. As the Operations Officer in the Office of Presidential Personnel, Ms. Bullock is responsible for all non-career appointments at the Office of Personnel Management, the General Services Administration, Federal Labor Relations Authority, Merit System Protection Board, and the Government Printing Office. Ms. Bullock oversees the Correspondence Unit, the Resume Management Group, as well as the clearance and nominating process of all presidential appointments in the federal government. In 2002, she accepted an assignment in Iraq as the Director of Civilian Personnel. Her efforts there helped establish the Coalition Provisional Authority government in Iraq.

Alex focuses her practice on federal health care issues, working with clients to help them understand current regulatory and legislative developments in the health care space and advocating on their behalf to help shape policy and ensure their perspectives are heard and understood. Alex recently returned to the firm after serving in the White House as Special Assistant to the President for Health Policy. As part of the White House Domestic Policy Council, Alex helped develop and coordinate administration policy around health care reform and reimbursement, including work on a range of issues in Medicare, Medicaid, the Children’s Health Insurance Program (CHIP), the Affordable Care Act (ACA), and a number of other health care and health insurance arrangements including Association Health Plans, Health Savings Accounts, and Health Reimbursement Accounts. Prior to serving in the Trump administration, Alex served as Health Policy Counsel to the Senate Republican Policy Committee, where she advised Chairman John Barrasso (R-WY) and the Republican Conference on health policy and made recommendations on reforms related to the ACA, Medicare, Medicaid, medical innovation, drug pricing, opioid abuse, the Zika virus, and other major health policy issues. Before her work in the Senate, Alex served as Health Policy Advisor and Counsel to the U.S. House Budget Committee, where she advised Chairman Tom Price and committee members on the U.S. health care budget and evaluated and made policy recommendations regarding the ACA, Medicaid, the National Institutes of Health, and other aspects of the health care system. She also worked with other House committees and the Senate to develop health care policy proposals for the 2016 House Budget and the House-Senate Conference Agreement. Alex has served as a Heritage Foundation Congressional Fellow, a National Review Institute Washington Fellow, and a Heritage Foundation and Hillsdale College Madison Fellow. After working in the highest levels of the U.S. government, both within the legislative and executive branch, Alex is returning to Cozen O’Connor to help shape its federal health policy team within the firm’s Public Strategies practice. Previously, Alex was a health care associate at the firm, where she helped translate regulatory and legislative developments from various federal agencies, crafted formal comments to federal agencies and congressional committees, and conducted legal research and analysis. While at Cozen O’Connor, Alex was part of the health care industry team, the Women’s Initiative Steering Committee, and the Summer Associate Committee. Alex earned her undergraduate degree, magna cum laude, from Tufts University, where she received the Wendell Phillips Award for her commitment to public service and public speaking ability.
