Mr. Castillo works with the Deputy Administrator with implementation of FEMA’s preparedness programs and grants, insurance, mitigation, and continuity programs. Mr. Castillo is returning to FEMA, where he previously managed the Agency’s recovery programs as Assistant Administrator for Disaster Assistance from 2007-2009. In addition to overseeing FEMA’s Individual and Public Assistance Programs, Mr. Castillo led development of the Agency’s National Disaster Housing Strategy where he worked closely with other Federal agency stakeholders following major disasters, including Hurricanes Katrina and Ike. Mr. Castillo has over 35 years of emergency and disaster management leadership experience at the local, national, and international levels. He recently served as the Regional Disaster Officer for the South Florida Region American Red Cross where he was responsible for mobilizing the South Florida community to prepare for, respond to, and recover from emergencies. Mr. Castillo has been an Adjunct Instructor in the Masters in Disaster Management program at Florida International University and a guest lecturer on disaster resilience and risk reduction at the University of Miami. He also served as the co-chair of the disaster resilience working group for Resilient Greater Miami and the Beaches. Prior to the American Red Cross, he served as a Senior Advisor at PricewaterhouseCoopers (PwC). Through PwC's Public Sector Practice he provided homeland security, emergency, and disaster management advisory services to commercial clients and the Federal Government. Mr. Castillo had a distinguished 26-year career in fire and emergency services with Miami-Dade County in Florida, serving three years as Director of Emergency Management and retiring as Assistant Fire Chief. Mr. Castillo is a Certified Emergency Manager (CEM), holds a Master in Public Administration degree from Florida International University and he has represented the U.S. internationally in disaster management, working with the United Nations, the North Atlantic Treaty Organization, and the Asia-Pacific Economic Consortium.
