Roberto J. Coquis was appointed Deputy Assistant Secretary for Administration for the U.S. Department of Health and Human Services (HHS) on May 30, 2018. In this role Mr. Coquis provides direct support to the Assistant Secretary for Administration in the strategic planning and oversight for the Office of Human Resources, Office of the Chief Information Officer, the Program Support Center, Equal Employment Opportunity Compliance and Operations Office, and Office of Business Management and Transformation. He also serves as Chief Human Capital Officer (CHCO) providing overall direction and guidance in carrying out the Department’s human capital strategy, and implementing the laws, rules and regulations of the President and the Office of Personnel Management. Mr. Coquis has over twenty years of global experience leading multi-million dollar organizations, managing human capital, and delivering essential customer service in public and private sectors. Prior to joining HHS, Mr. Coquis led teams that provided support in human resources, operations, communications, and policy at the United States Agency for International Development (USAID), and at the Infrastructure Security Compliance Division (ISCD) of Department of Homeland Security (DHS). He has also served as Director of the Management Support Division for the Bureau of Overseas Buildings Operations (OBO) at the U.S. Department of State; Senior Advisor/Deputy Regional Emergency Coordinator at General Services Administration (GSA)-National Capital Region (NCR); Finance Advisor to the Ministry of Transportation for the Coalition Provisional Authority (CPA) of Iraq; and White House Liaison and Special Assistant to the Director at the Peace Corps. In addition to his federal government experience, Mr. Coquis has provided communications and marketing consulting to sports organizations, served as Academic Director at Georgetown University, and worked Media Operations for Special Olympics. Mr. Coquis holds a Bachelor’s degree in International Studies from American University and a Master’s degree from Georgetown University.
