Under Recovery Act WIA Adult, Minnesota gives priority to those individuals on public assistance and to those who are considered to be low-income when identified, including veterans being given additional priority service. Services available to assist job seekers include preliminary assessment of skill levels, aptitudes, and abilities; support services; occupational or on-the-job training; job search and placement assistance; and career counseling, and those services provided in the resource area. Information is also available on employment-related services such as local education and training service providers, labor market information, job vacancies, and skills necessary for in-demand jobs. The award amount for this program is $6,952,045. The Dislocated Worker program serves laid-off workers and the businesses that hire them. Under Recovery Act, Minnesota gives priority to those individuals who want to receive credentialed training for high-growth/high-demand occupations with veterans being given additional priority service. When a layoff/closing occurs or may occur, the Dislocated Worker Rapid Response team contacts the business to assess the situation and to meet with the workers to inform them of available services. Program participants receive assessment, testing, job counseling, job-search assistance, and related services. Training is also available, but not all dislocated workers receive training services. Workers who do not have easily transferable skills and are unlikely to find employment in the same industry receive priority in the scope of services for which they qualify. The award amount for this program is $20,963,288. For Recovery Act youth enrolled in expanded summer youth employment opportunities, the main goals are: Improve the employability of youth through public or private sector work experience; Provide youth with a supervised worksite where they can develop work readiness skills; Coordinate with community organizations and private sector businesses to serve youth; Encourage school completion or re-enroll youth in educational institutions in the case of out-of-school youth. The County will contract with an energy consultant to perform energy audits and develop a process for conducting energy assessments of its buildings to determine ways to reduce energy use. EECBG fuunds will be used to hire an energy consultant to perform building specific energy audits on all major County facilities, and to train County staff on performing future audits. Implementing changes in user behavior such as turning off lights, powering off computers and enabling energy saving features on equipment is estimated to save the County 5% annually. 2. Replace the water heaters in County Facilities. The County will contract with local plumbing and electrical contractors replace water heaters throughout County facilities with newer technology heaters with higher energy efficiency ratings. Where appropriate, standard tank water heaters will be replaced with demand, tank-less water heaters to maximize energy and water savings. It is estimated that replacing inefficient water heaters with energy-efficient models will save the County 94,000 kWh of electricity and 12,600 therms natural gas annually. This reduction in energy consumption is expected to reduce the County?s annual greenhouse gas emissions by 111 metric tons. Additional cost savings are anticipated through water conservation, however it is difficult to estimate the savings until the units are installed. 3. Increase the roof insulation on the Judicial Center. The Dakota County Judicial Center is scheduled as a re-roofing project in 2009 due to damage associated with weather and age. EECBG funds will be used to purchase and install additional 4 inches of insulation (R-28 increase) through a contract with a local roofing contractor. It is estimated that including additional insulation in the Judicial Center building roof will save the County 15,840 therms natural gas annually. This reduction in energy consumption is expected to reduce the County?s annual greenhouse gas emissions by 89 metric tons. 4. Purchasing and installing Light Emitting Diode (LED) lighting. Dakota County will purchase LED lighting to replace incandescent lighting throughout county buildings to reduce annual energy consumption and ongoing maintenance costs. It is estimated that the conversion to LED lights in selected facilities will save the County 117,800 kWh annually. The reduction in energy consumption is expected to reduce the County?s annual greenhouse gas emissions by 109 metric tons. 5. Increase wall insulation on the Burnhaven Library. The Burnhaven library is scheduled for remodeling project in 2009 to address space needs. In addition to addressing space limitations in the Burnhaven library, the oldest library in the Dakota County library system, is in need of energy efficiency upgrades. The County is using EECBG funds to contract with a building contractor to purchase and install an additional 4 inches of insulation (R-21 increase) to interior walls. It is estimated that including additional insulation in the Burnhaven library walls will save the County 509 MMBTU annually. A LED lighting study at one or more city facilities with potential pilot test sites at the above mentioned facilities or at one or two identified parks with lighted parking lots. The specific improvements for each facility can be found in the documentation incorporated into the EECBG grant application. The City currently collects energy utilization data on the buildngs and plans to continue to collect energy use data in the future. This data is reported and shared by the State of Minnesota through its B3 Benchmarking Program. The proposed energy saved from this activity is 84kW, 410,745kWh, 24,425 therms. The proposed GHG Emissions Reduced is 29,221,122.000. City of Apple Valley administrative taks will include the following: 1. Review and selection of energy efficiengy recommendations. 2. Development of bid specifications. 3. Selection of subcontractors to evaulate and perform energy efficiency improvements. 4. Coordination with various subcontractors to manage and evaluate the improvements. The City plans to issue contracts to qualifed contractors for the lighting retrofits, the HAVAC improvements, and the LED pilot project. The City of Apple Valley will utilize the revolving loan fund to augment the Better Energy (be.) Program, which is the residential energy efficiency program being implemented Fall of 2009 in the City of Apple Valley. This comprehensive residential energy program incorporates energy efficieny education, low cost/no cost materials and financial incentives for participating homeowners. Further details of the program can be found in the documentation incorporated into the EECBG grant application. The participation goal of the be. program is 1,000 Apple Valley residents. It is anitciapted that 250 homeowners will invest in signficant energy saving measures, such as air sealing, insulation, HVAC upgrades, windows, and hot water heaters. The City of Apple Valley will utilize EECBG funds to augment existing housing rehabilitation financing programs to maximize leveraging of the funds. Assuming an average project cost of $8,000.00, it is anticipated that EECBG funds will serve 7 homeowners. The proposed energy saved from the activity is 1865kWh, 791 therms. The proposed GHG Emission Reduced is 928,938.000. The balance of the funds required to complete the project for other program participants will be derived from utility sponsored rebates, Environmental Trust Fund Resources, Minnesota Housing Finance Agency, and Minnesota Department of Commerce, among other local lenders and housing related agencies. WIA Dislocated Workers Customers of Workforce Investment Act (WIA) Adult are seeking greater participation in the labor force. Under Recovery Act WIA Adult, Minnesota gives priority to those individuals on public assistance and to those who are considered to be low-income when identified, including veterans being given additional priority service. Services available to assist job seekers include preliminary assessment of skill levels, aptitudes, and abilities; support services; occupational or on-the-job training; job search and placement assistance; and career counseling, and those services provided in the resource area. Information is also available on employment-related services such as local education and training service providers, labor market information, job vacancies, and skills necessary for in-demand jobs. The award amount for this program is $6,952,045. The Dislocated Worker program serves laid-off workers and the businesses that hire them. Under Recovery Act, Minnesota gives priority to those individuals who want to receive credentialed training for high-growth/high-demand occupations with veterans being given additional priority service. When a layoff/closing occurs or may occur, the Dislocated Worker Rapid Response team contacts the business to assess the situation and to meet with the workers to inform them of available services. Program participants receive assessment, testing, job counseling, job-search assistance, and related services. Training is also available, but not all dislocated workers receive training services. Workers who do not have easily transferable skills and are unlikely to find employment in the same industry receive priority in the scope of services for which they qualify. The award amount for this program is $20,963,288. For Recovery Act youth enrolled in expanded summer youth employment opportunities, the main goals are: Improve the employability of youth through public or private sector work experience; Provide youth with a supervised worksite where they can develop work readiness skills; Coordinate with community organizations and private sector businesses to serve youth; Encourage school completion or re-enroll youth in educational institutions in the case of out-of-school youth. Energy Efficiency and Conservation Block Grant Program (EECBG) 1. Conduct Energy audits and training. The County will contract with an energy consultant to perform energy audits and develop a process for conducting energy assessments of its buildings to determine ways to reduce energy use. EECBG fuunds will be used to hire an energy consultant to perform building specific energy audits on all major County facilities, and to train County staff on performing future audits. Implementing changes in user behavior such as turning off lights, powering off computers and enabling energy saving features on equipment is estimated to save the County 5% annually. 2. Replace the water heaters in County Facilities. The County will contract with local plumbing and electrical contractors replace water heaters throughout County facilities with newer technology heaters with higher energy efficiency ratings. Where appropriate, standard tank water heaters will be replaced with demand, tank-less water heaters to maximize energy and water savings. It is estimated that replacing inefficient water heaters with energy-efficient models will save the County 94,000 kWh of electricity and 12,600 therms natural gas annually. This reduction in energy consumption is expected to reduce the County?s annual greenhouse gas emissions by 111 metric tons. Additional cost savings are anticipated through water conservation, however it is difficult to estimate the savings until the units are installed. 3. Increase the roof insulation on the Judicial Center. The Dakota County Judicial Center is scheduled as a re-roofing project in 2009 due to damage associated with weather and age. EECBG funds will be used to purchase and install additional 4 inches of insulation (R-28 increase) through a contract with a local roofing contractor. It is estimated that including additional insulation in the Judicial Center building roof will save the County 15,840 therms natural gas annually. This reduction in energy consumption is expected to reduce the County?s annual greenhouse gas emissions by 89 metric tons. 4. Purchasing and installing Light Emitting Diode (LED) lighting. Dakota County will purchase LED lighting to replace incandescent lighting throughout county buildings to reduce annual energy consumption and ongoing maintenance costs. It is estimated that the conversion to LED lights in selected facilities will save the County 117,800 kWh annually. The reduction in energy consumption is expected to reduce the County?s annual greenhouse gas emissions by 109 metric tons. 5. Increase wall insulation on the Burnhaven Library. The Burnhaven library is scheduled for remodeling project in 2009 to address space needs. In addition to addressing space limitations in the Burnhaven library, the oldest library in the Dakota County library system, is in need of energy efficiency upgrades. The County is using EECBG funds to contract with a building contractor to purchase and install an additional 4 inches of insulation (R-21 increase) to interior walls. It is estimated that including additional insulation in the Burnhaven library walls will save the County 509 MMBTU annually. This reduction in energy consumption is expected to reduce the County?s annual greenhouse gas emissions by 94 metric tons.... Show more

Priority was given to SFAs for equipment for schools in which at least 50 percent of the students were eligible for free or reduced-priced meals. Other focus areas of the grant included: improving the quality of school foodservice meals to meet the dietary guidelines; improving the safety of food served in the school meal programs; improving the overall energy efficiency of the school foodservice operations; and supporting the expansion of participation in the school meal programs.
