Veteran A received, Veteran B's benefits letter and Veteran C's informal claim letter. Veteran B's letter contained his address, disability percentage, and disability amount. Veteran C's letter contained Veteran A's address only. Veteran C's file number, which was not his SSN . Veteran B's letter contained his file number, which was not his SSN.
