Constitutional Amendment - Defines "person" to include the unborn for the purpose of the right to life guarantee the fifth and fourteenth amendments. Prohibits any unborn person from being deprived of life by any person. States that nothing in this Act shall prohibit a law allowing justification to be shown for only those medical procedures required to prevent the death of the pregnant woman or her unborn offspring, as long as such law...
