Amends the Social Security Act to declare it to be U.S. policy that States or subdivisions of States may utilize social security numbers for identifying: (1) duplicate listings of individuals in master lists used for jury selection purposes; and (2) master list listings of individuals ineligible for jury service because they were convicted of a felony.
