Amends the Federal Election Campaign Act of 1971 to: (1) prohibit contributions by nonparty multicandidate political committees (PACs) to a candidate in a Federal election; and (2) prohibit a House of Representatives candidate from accepting a contribution from an individual who is not a resident of the congressional district involved.
