Firearm Victims Prevention Act - Amends the Internal Revenue Code to increase the excise tax on manufacturers of certain handguns, assault weapons, and ammunition. Imposes a retail excise tax on the sale, transfer, or other disposition of such weapons and ammunition. Establishes the Health Care Trust Fund to make grants to facilities providing medical care to gunshot victims. Amends the Federal criminal code to increase the license application...
