State Water Pollution Control Revolving Fund Reauthorization Act of 1993 - Amends the Federal Water Pollution Control Act to extend the term of loans made from State water pollution control revolving funds to up to 30 years or the life of the project, whichever is greater (currently, not to exceed 20 years).
