Authorizes the Secretary of the Army to undertake appropriate measures to provide shoreline protection and maintain certain flood control projects on the Mississippi and Iowa Rivers. States that this Act does not relieve any current project sponsors from cost-sharing responsibilities under the Water Resources Development Act of 1986. Authorizes appropriations for FY 1994 through 1997.
