Directs the Secretary of the Navy to submit to the Congress a 20-year plan for the safe life-cycle maintenance and decommissioning of the Navy's nuclear-powered aircraft carriers. Requires the plan to include sites and methods for the safe disposal of spent nuclear fuel and the ships' hulls, structures, machinery, and equipment. Prohibits the appropriation of any funds for construction of the next nuclear-powered aircraft carrier (CVN-76)...
