Authorizes the Secretary of the Interior to establish the Abraham Lincoln Interpretive Center in Illinois, to be added to and administered as part of the Lincoln Home National Historic Site. Sets forth provisions regarding: (1) acquisition of land; (2) construction, operation, and maintenance of facilities; (3) cooperative agreements; and (4) acquisition of documents and artifacts. Authorizes appropriations.
