Amends the Small Business Act to authorize the Small Business Administration to make grants or enter into cooperative agreements with one or more small business development centers for the development of a small business information sharing system. Limits grant or agreement duration to five years. Extends proratedly through FY 1996 the authorization of appropriations under such Act for the Central European enterprise development program....
