California Central Coast National Marine Sanctuary Act - Designates a specified area of submerged lands and waters, including living and other resources, as the California Central Coast National Marine Sanctuary. Allows the Governor of California to prevent this Act from taking effect for any area in California State waters by objecting within a specified period.
