Authorizes the Secretary of the Interior to enter into leases, at fair market rental, for all or part of the Letterman-LAIR complex at the Presidio of San Francisco, California, for scientific, research, or educational uses. Requires the Secretary to use the proceeds from such leases for the preservation, restoration, and operation expenses incurred with respect to Presidio properties.
